WIndows Installer won't Load

I recently had to rebuild my system and I thought
everything was working ok, however, when I try to load
Outlook 2003, Norton Corporate Antivirus or download
Adobe an error pops up telling me the windows installer
needs to be loaded. Can someone please tell me how to do
that? Thanks
