windows installer user profile error

When I try to install a program/patch/fix that needs the windows installer -
the installation stops and I get this message: Could not access network
location
%userprofile%'startmenu\programs\startup.

I run Win XP SP2

This started when I tried to update MSN Messenger to 7.5 and I gave up but
then I tried to install the 'locate' program for the new live locate mapping
service from Microsoft and same thing happened. I installed the complete
Installer 3.1 Version 2 from MS AND ran registry fix (which found over 200
registry errors) and did other diagnostics but still get the error.

I am the only user of this PC and am the Administrator as well. I have just
about worn myself out seeking help on the net for this for weeks. I have
checked my user profile permissions and they are ok. Its driving me
NUTS...help please. Seems like a simple problem but guess not.

You receive an "Error 1606" error message when you try to install or remove
a Microsoft program:

Reset the Shell Folders paths to defaults:

something. I checked your first suggested URL and the RECENT type and data
value are ok. On the second URL...... my registry item for STARTUP IS REG SZ
so that one I need to delete and add with REG EXPAND SZ??? Whats the
difference between REG SZ and REG EXPAND SZ?

Also so not see on the registry list on that URL an entry for
Administrative tools which is second in my registry list after the default
entry. Mine says...

AMINISTRATIVE TOOLS REG EXPAND SZ
%USERPROFILES%\STARTMENUS\PROGRAMS\PROGRAMS

Is that ok?

You're correct. You need to delete the existing "Startup" value and then
create a new one of type REG_EXPAND_SZ.

FYI, you use the REG_EXPAND_SZ if the data contains an environmental
variable such as %Windir%, % Userprofile% etc..

OMG...I am so happy. That one registry change to use the Expanded name
WORKED! I have successfully downloaded MSN Messenger and installed another
program that required the Installer! I have been worrying over this for
months and no one at MSN Messenger support ever told me about the registry
entries and we emailed for weeks about my issue. You have no idea how
thankful I am to you. It was my first time changing the registry. I did back
up the value first of course as you instructed. I think I will leave the
Administrative Tools Value alone...won't hurt anything right?

It's currently pointing to a wrong location. Deleting the value would make
Windows use the default path for Admin Tools folder.
