Windows Installer update problem

I have Windows XP Pro. Because I had a problem a few days ago I did a Repair
install from the Windows CD.

Everything works fine but there is a problem. I get the message that there
is a new update and no matter how many times I selected to install it, it
keeps coming!

The update is Windows Installer 3.1.

I tried to install it manually, but I couldn't. Then I tried to install
Windows Installer 4.5 but again, no luck!

What is wrong and how to fix it?
