Windows Installer/Sun Java RE

I am running Win XP with service pack 2.When I try to install Sun java RE I
get the message''windows installer cannot be accessed.This maybe because you
are in safe mode,or the windows installer is not installed ''. I do not have
any trouble installing or uninstalling any other programmes.In
'administration tools/services' Windows Installer is set at manual.If I
double click on this line in services,i get the eror'file could not be
found.I have dual boot.XP on master drive and ME on slave.I have run Hijack
this and the reference to windows installer is as follows O23 - Service:
Windows Installer (MSIServer) - Unknown owner - C:\WINNT\system32\msiexec.exe
(file missing)I have tried all the solutions i have seen on these newsgroups
for installer problems,exept editing the registry.Hope someone can help
