Windows Installer service will not start

Hello,
Need help to solve a problem with Windows Installer.
I am using Windows 2000 Professional, PC, 256 RAM, 20GB
hard drive, and CD-ROM. I try to install a CD software
and always get an error from Microsoft Management Console:
Could not start the Windows Installer service on Local
Computer. Error 5: Access is denied.
Under services, it does show that the service is there but
no matter what I try, it will not start without getting
the same error message. I tried to download the latest
service pack but it would not load either. It came up
with the same error.

ANY IDEAS?

Are you trying to install when logged on as normal user? I'm not sure but
Windows Installer might require that you use user account with adminstrators
rights. There might also be some group policies, which can be customized so
that normal users can install wih Windows Installer.
