Windows Installer Failed to Start

Whenever I try to install any application that uses
windows installer, I get the following error message
"Window installer failed to start. Window may be running
in safe mode. Contact Support Personnel"
When I try to start the service manually, it says "Error:
Access Denied"

I am running a windows 2000 with windows installer 2.0.
I had to rebuild the system before and it was ok then. I
installed Visual Studios.net and it updated the system to
Service Pack 2.0 and Installer 2.0. I installed all the
updates currently available for windows.

Please help! I need to install an important software and
work on a project.
