Windows Installer Service Msg. PLZ HELP

For some reason unknown to me....I am unable to install my updates on my
computer. Each time I do I get the following msg.:
Windows Installer Service could not be accessed
0x800706BA event 1015

I have lost Windows Installer!!!! I have looked through MS Knowledge base
articles and all I can get is Rein-stall windows. UGH!!! I went to google to
find something and did find several programs that do a windows installer that
were reasonable. No fixes yet. I am trying to avoid rein-stalling XP. I have
made sure I have all the rights necessary to make any changes. Can anyone
help me resolve this without rein-stalling? Does anyone have a registry fix?
Anything?
 
If XP SP2 is installed thiers no "fix or dwnload",if SP1 or less,yes you
can,go to
downloads,scroll to windows xp,type:Windows XP Then set search by
date,locate
windows installer 3.0 This will not work in SP2,one can/should also,go to
run,
type:services.msc Scroll down to installer,double click,then set to auto
from
the manual position its in,then start service.
