Windows Installer Service Error Msg.

Every time I try to install software (Upgrade my MSN,
upgrade Adobe, & add Norton) I get the following message -
The Windows Installer Service could not be accessed. This
can occur if your are running Windows in safe mode, or if
the Windows Installer is not correctly installed.

Any ideas on how to correct this problem??
