Windows Installer Service could not be accessed...

"This can occur if you are running Windows in safe mode, or if the Windows
Installer is not correctly installed. Contact your support personnel for
assistance."

Attempting to use the MSI clean-up utility on a particular program fails
with an internal message from the MSI Clean Up utility.

What I'd like, I think, is a fresh MSI.

How to do so is the question.

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.
