"Windows Installer service could not be accessed" message in Win 2K Professional

I get this message when I attempt to remove my broken anti-virus program via
Add/Remove Programs.

On July 23, Cherry Qian posted three suggestions for correcting this -
starting Windows Installer via the Services menu, re-registering the Windows
Installer application, and reinstalling Windows Installer by downloading
v.2. I executed the series twice and still can't remove the broken program.
I was able to install a VB application via Add/Remove.

The trouble started when I installed SP3 and the Blaster patch a couple of
weeks ago. Suggestions will be appreciated.

Try downloading the Winodws Installer Cleanup utility:

It appears that the cleanup utility is only for v 1 of the Installer.
