WINDOWS iNSTALLER RUNTIME ERROR

Net to to install .net framework and got a runtime error for Windows
Installer then an exception error.
Have tried to reinstall windows installer by running the 3.1 update and
turned off all Norton spyware/antivirus/security.
How can i get the installer working again...fred
