Windows Installer problems

I have a program called Nova Development that I had been using successfully
until this past month. I tried to use it and the windows installer
automatically opened to install the program, when I try to cancel the windows
installer I actually have to stop it running in the task manager. I have
uninstalled the program and reinstalled but the windows installer will not
even install it as an executable file. I am frustrated and really need this
program. I am leary to run the installer cleanup utility as I do not want to
lose anything else I have. I have had the same thing happen when I try to use
word, but I can actually get the program to open. Any suggestions?

Error 1719. The Windows Installer service could not be accessed error
message when you try to add or remove a program:
