Windows installer problem.....

i am experiencing a very frustrating problem. i cannot install any programs
onto my computer. everytime it tells me that either the windows installer is
not properly installed or does not exist. I tried searching around for how to
get it working properly but have come up short. please help!!

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.
