windows installer error

recently i have been having trouble with windows
installer as in it doesnt work. when i try to install a
program it gives me the message the windows installer
service cannot be acessed. this can occur if you are
running windows in safe mode, or if the windows installer
is not correctly installed. contact your support personel
for assistance anyone know how i can fix this?
