windows installer could not be accessed

I am trying to install new hardware and get error message "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personal for assistance." I am not running in safe mode(that I know of.)
How can I find out if my installer is correctly installed and if not how do I reinstall it?

Patrick - I have the same problem. Following the knowledge base fix does not help. Has anyone solved this for you? (e-mail address removed)
