Perhaps installing the latest Windows Installer engine would help.

Please ignore that link, as it addresses the error in Line #1. Yours is
line
#21. Check the Event logs for more information about the error. Wondering
if
this is a Windows Installer problem.
How do I view the error messages registered in Event Log?:

Hey, I tried running the Windows Installer CleanUp Utility, and get
this error:
http://s11.imagehosting.us/uploadpoint/imagehosting_upload_storage/nouser_1699/T0_-1_1699728.jpg
I tried searching, couldn't find the exact problem. What could I do to
get it to work? Thanks!
I should have thought to add what was in the event viewer. Anyway, it
seems to give two events, both are 'Error', SidebySide, and events 58
and 59 respectively:
Syntax error in manifest or policy file
"C:\WINDOWS\system32\msiexec.exe" on line 0.
and
Generate Activation Context failed for C:\WINDOWS\system32\msiexec.exe.
Reference error message: The operation completed successfully.
The reason I am trying to use the WI cleanup utility is because Live
Messenger will not install. Thanks!
No luck. Thanks for your help anyway!
