Windows Installer Cleanup

Well, this has gottten me nowhere!! I am having trouble with windows
installer, so I've read in many posts that the Windows Installer Cleanup
Utility may fix my issue. Well, it didn't. I get the fatal error 1719 that
windows installer service could not be accessed. Why would an installer
cleanup utliity need to use the program that is failing to install itself?
Makes no sense at all.
