Windows installer and administrator policies

I have windows 2000 loaded on my computer. I am the only user, and I
have had no luck in installing a virus scan package. Norton and McAfee
both bring up the same message. "System administrator has set policies
to prevent this installation". I have not conciously done anything with
the polocies and administrative content of my computer, and yet, here I
get this message. I have tried many things I have seen in similar
threads, all to no avail. I have tried to use the Windows Installer
Clean-up utility....and I get the SAME message. I am ready to start
back at square one, so if someone could give me some sugestions, I
would greatly appriciate it. I have just re-installed windows 2000 so
there is a fresh load. Where do I go from here?

I hope someone can answer this as I am having the same problem. Almost
exactly, except with different programs that I cant load, with the same error
message. And I also havent consciously set an policies to prevent this. We
bought our computer used from a computer store, with Win 2000. They recently
re-installed it, and several programs. But when I get it back, I cant
install anything. The guy at the store researched it, and called MS but to
no avail. Says I might have to just install MS Pro to fix it. Help!
