Windows install failure

I am trying to recover a failed server. On installation Windows 2000 server
installs the files in C:\Winnt as it should. When it reboots it gives an
error: "can't open boot sector to check signature". These are the old disks.
I used the Windows installer to delete the partition and repartition and
format the drives. I got the same error before I formatted the drives too. I
booted into the repair console and tried fixboot and fixmbr.

Anyone know what to do next?

Are you certain that the C: partition is set to "Active"?
