Windows Insaller problem

I tried to install a software and got the Windows Installer Installation
Wrapper message, saying that either the Windows is either operated under Safe
mode or Windows Installer was not properly installed.

Besides, I cannot start deframentation (18% free space). Simply no response.

Is my Windows missing something?

I solved the problems now.

Thanks to the message XP cannot defrag on 24/3/2007. Here is the tips
extracted from the message.


With XP SP2 the DCOM Server Process Launcher service needs to be running for
Defrag to work.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click DCOM Server Process Launcher |
Set the startup type to Automatic | Click Apply |
Click the Start button | When the service starts, click OK |
Close Services | Reboot
