Windows Installer Does Not Run

In attempting to install programs, I receive an error message stating "Unable
to install program. Windows Installer either missing, in safe mode, or
corrupted." When I look in Services for the Installer progran, it is listed
as Manual and is not started. This happens regardless of the program I am
attempting to install or modify (update).

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.

I have performed all of the steps you outlined, but when the system reboots,
the Installer again shows as manual and does not start.

I've re-registered the msiexec.exe program, and have renamed and reinstalled
Windows Installer 3.1. Both repair attempts do not work.

What happens when you start the service (clicking the Start button in
Services.msc applet). Any error messages?

I receive no error messages when I start the service. Is it tied ti the
Backgroiund Intelligent Transfer Service? That one does not start, and says
"File cannot be found" when attempting to start it, and "Win32 access denied"
when looking at the dependencies.

Not sure if both are related. Try this command from Start, Run:

cmd /k net start msiserver

In the Command window, I receive notification that the Windows Installer
service started successfully. However, I receive the same error message as
before when I attempt to install a program.

I'll try the information on BITS next.

Thank you, but I have tries all of the suggestions you have made, and am
still unable to get Installer to work properly. If you have any other
suggestions, I would be happy to try them!
