"Windows has blocked access to this file"

After receiving a file through Windows Messenger, I attempted to open it and
received the message "This file has been found to be potentially harmful.
Windows has blocked access to this file.." and I had no option to reverse
this decision and the file isn't anywhere I can find.

Is there any way I can retrieve this file? I found this to be entirely
ridiculous, I didn't even get a choice, it just blocked the file.

Windows is clearly saying that this file is harmful and you found this
ridiculous and why you want to open that kind of file.
