Windows Hangs at boot

Whenever I start up windows, the desktop and all the
icons will load up, then the system will just hang for
about 1 to 1 1/2 minutes before I can run any programs.
I can click the program icons but they won't run until
after the minute to minute and a half delay.

I just reformatted the hard drive in hopes of eliminating
this problem, but it still persists.

Any ideas on why this is happening?

Do you have Norton antivirus at startup? Norton does it for a minute. You
may want to check other Stay resident memory program that will cause delay
before running your xp. You can deactivate them to avoid long delays. Hope
this helps.
