Windows freezes on boot.

If I turn my PC off, Windows freezes on reboot. Get to the black screen with
the progress bar and it hangs about 1/10th the way through. With repeated
attempts I can sometimes make it. I've had to reinstall XP too many times in
the past weeks.

This does not happen on a restart. Only happens if I shut down my PC and
leave it off for a while and then try to reboot.

Recent changes include installing a larger secondary HD and a New DVD
burner. Both appear to work well and do not appear to be the culprit.
 
Hard to tell what you are set for on shutdown. Maybe it's a problem in Hibernation, and would not happen during a normal (total)
restart.
