Windows freezes for about a minute every time I open any application

Help. Everytime I open any application, windows freezes on me for
about a minute. Once the application is open, I can work fine on the
computer.

In addition, when windows locks the computer, when I unlock it (by
logging in with my pw), it takes about a minute before I can do
anything because windows freezes.
