Windows freeze on startup at Hp screen and F8 doesnt work

when i turn on my computer it freezes at the hp screen and then i try
to press F8 but that doesnt work then if i press F1 it goes to setup
but it freezes there to. My computer will start sometimes but not all
of the time. This just started happening a few days ago when i
accidently turned of the light switch that give the power to the
computer.

You need to tap the F8 key as soon as computer starts..

I do but nothing happens still.
