Maybe PDFCReator ( indirectly)
I installs printer driver, that redirect printer output
into PDF file, with options placing more pages
on one paper sheet.

Virtual Printer - now for W2K and XP! (Update)
http://www.mabuse.de/noframe/vprinter.html

Virtual Printer works like any printer under MS Windows® - but without
wasting paper. Using VPrinter you'll get your printout as collection
of Enhanced Metafiles that you can view, store, modify, and print with
other applications. If you don't trust your application's preview
function or if you want to have a test printout without producing
piles of scribbling-paper, if you want to have a 'digital printout'
this is the program you need. Get an idea of your output by using
Virtual Printer and EMF-Viewer (example). Install it like a common
Windows Printer using the Printer Wizard, print on like like on a
common printer. There are printer drivers for all major Windows
versions. The package includes:

printer driver (all Windows versions (tested: Windows 95, NT, 2000,
XP; 98 should work, ME untested))
a print processor (Windows NT, 2000, XP)
EMF-Viewer (all Windows versions)
a copy utility called by the driver / print processor (all Windows
versions)
detailed (well,...) instructions
These programs are free and provided "as is". Please note that we
can't take any responsibility for any problems that might encounter
when using Virtual Printer. However, we don't think that you are
running into serious problems; if it doesn't work just uninstall /
delete the files. Please read the instructions carefully.

VPrinter is "From-Dusk-Till-Dawn" software, that means, developed in
Mabuse's spare time. You may send your suggestions, questions, issues
(but also moments of happiness with VPrinter) (vprinter (at) mabuse
(dot) de) to us, but please don't expect 24:7 service. Please don't
ask us "how to develop a printer driver". There's a lot of stuff you
can read at the links below.

This is a free tool, do whatever you want to do with it. If you want
to use it for your own applications: no problem if Mabuse.De is
mentioned in your "About" box.

This version is an update that fixes a bug appearing under XP. Windows
XP gets an own print processor now. Please note: all driver versions
weren't being tested too much: you are invited to (vprinter (at)
mabuse (dot) de) report problems you might encounter.

VPrinter2K+2 is a major enhancement. Though it's basing on older
VPrinter versions, you shouldn't intermingle newer parts with parts of
the older versions. If you want to use VPrinter2K+2 do so only with
Windows 2000 or XP. Note: we won't continue developing / enhancing the
versions for Windows 95 and NT.

There's lot of useful stuff. Anyway, writing a kernel mode driver
isn't easy and needs some time. Good luck!

Forgot to say that should you not be able to locate the older version,
of Virtual printer that I have it and can email to you.

Also there are Virtual printers at;

that do what you want to acomplish.
