Windows forgot what .lnk and .exe are?

Recently I deployed some new tablet based machines. We use sysprep to roll
out images onto them. A handful have come in with a problem where Windows no
longer knows what .lnk and .exe files are. This happens in all profiles.
When a user logs in all shortcuts have place holder graphics and cannot
execute. If you go to a file via explorer it lists .exe files as EXE Files
rather than applications. If you double click either a shortcut or exe the
open unkown file type wizard comes up asking what program to open them with.
Since not all machines are having this problem I don't believe it is the
image. Any suggestions on cause?
 
Don't know the cause, but it's a common problem.

The files listed here are all ZIP files, which contain a REG (Registry)
file. Download the ZIP and open it. Extract the REG file to your hard disk
and double click it. Answer yes to the import prompt. REG files can be
viewed in Notepad. Each of the REG files contains the default settings for
the file extension indicated. For the ZIP file fix, the download is a REG
file, since ZIP's aren't working anyway!

I downloaded this zip file, and regedit is disabled by administrator.
I have tried enabling regedit via Start>Run>HKEY...etc
This does not work! I can't run any programs by clicking it, only by right
click>run as>uncheck the option> and press ok.
If anyone has a better solution or knows how to fix this problem,
please reply A.S.A.P.!
