WINDOWS folder not being created

When some users log into terminal server for the first
time they do not get the "WINDOWS" folder created in their
profile folder (ie. C:\Documents and setings\<user
name>\WINDOWS) There rest of the profile directory
structure is created. There is no Terminal Services
Profile defined. It is setup to use the default "Local
Path".

Any ideas where it is looking for the "WINDOWS" folder.

Tommy,
On the User's account whereever the users HOME folder is, thats where
the Windows Folder gets created.
