Dear All,
Hi!
When disabling (turning-off) the WIndows Firewall, is it completely OFF or
do exceptions still need to be added??

No, it's off... You can also start > run > services.msc > enter and then
find the service, stop it, and disable it if you'd like. Please be sure to
use a third party firewall before doing so though.
