THe problem is, when I click on the windown firewall from the control panel
this message pops up: windows Firewall settings cannot be displayed because
the associated service is not running. Do you want to start the Windows
Firewall/Internet Connection Sharing (ICS) service? and when I click yes this
pops up : Windows cannot start the Windows Firewall/Internet Connection
Sharing (ICS) service.

help is appreciated.

Go to services in control panel>administrative tools and check the status of
"Windows Firewall/Internet Connection Sharing (ICS)". It should be set to
automatic and if it is stopped try to start it from there. Perhaps you have
been invaded by something nasty if you cannot start that service. Do a full
virus & adware scan.
