1. Do you have an antivirus with a firewall component (like Norton
2005-06) or a security suite with a firewall component? If yes, then
that program has turned off the Security Center. Look at your Programs
menu to see what you have installed.
2. If you don't have any software like that, what is the
virus/malware-status of the machine? Be sure it is clean:

3. Did the Security Center ever work? The First Question Of
Troubleshooting: what changed between the time things worked and the
time they didn't?
4. If you are quite sure the machine is virus/malware-free and you don't
have third-party software as described in #1:
a. Start>Run>services.msc [enter]
Scroll down to the Windows Firewall and set it to Automatic and start
it.
b. Or Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.
