Windows Firewall

When I go to the Windows Firewall screen, the "Off" section is enabled. Why
would this be? Also, I am not able to switch it to "On" from this screen ...

If you've installed Windows OneCare recently, then this behavior is normal.
If not, see these links below to know how to make the Windows Firewall
configurable by the user.

Run a thorough malware cleanup:
