How can I disable windows firewall when On (green) and Off (red) are dimmed
and I get a message "for your security, some settings are controlled by Group
Policy."

Group policies are controlled by your system administrator, so that's whom
you need to ask.

That means that your domain has created some rules or policies that are
applied automatically to all computers in the domain and that this policy
forbids making changes of this sort among other things. It's a security
thing much like requiring the doors to be locked or employees to use
individual logons to computers or store confidential information in locked
cabinets.
