firewall turned off

Hi,
several times already this happened.....
when i start my computer the red balloon button appears on the right hand
corner of my PC. when i go to the security center and click on windows
firewall this is what i get...
Due to unidentified problem, windows cannot display windows firewall setting

These are the steps i took to solve it.
a)system restore and then i discovered that by b) works too.
b)restart my pc.

How do I prevent this from happening again?

While this doesn't fix the problem, I'd suggest installing a free, second
party firewall and disabling the Windows Firewall. I use Sygate Personal
Edition (free from here: http://smb.sygate.com/products/spf_standard.htm )
