Windows Firewall On/Off

With XP Home Edition at Security Center I can not turn the firewall on. Is
there another option to turn it on? No icon in the tray that indicated a
risk. In the past there was this icon when the firewall was off.

In Control Panel Admin. Tools | Services is the Windows Firewall/ICS
service "Started" and set to "Automatic"?
Is there another option to turn it on?

Network Connections |rt.click Local Area Connection | Properties
| Advanced tab | Windows Firewall "Settings" button

Control Panel | Security Center | Change the way Security Center alerts me
(last line on left side) | Put a "Check" in the Firewall "box"

What changed between the time things worked and the time they didn't?
Did you install an antivirus/security program such as McAfee or Norton
that has its own Security Center and firewall? If yes, that's why -
during installation you chose to use the program's Security Center
instead of the Windows one.

If this isn't the case, do the normal checks for viruses/malware:

The firewall is not turned on at control panel security center. It is turned
on by right clicking your connection--properties--advanced tab.
