Windows Firewall/ICS fails to start

For some reason, my firewall is turned off. So I go into services and
try to manually start the firewall. I end up with a

"Could not start the Windows Firewall/Internet Connection Sharing
(ICS) Service on Local Computer.

Error 5: Access is Denied"

All the required services for the firewall to run are running. I have
run Spybot S&D to check for spyware and the system is clean. No
viruses on the system. (That I know of. Norton Antivirus reports the
system clean.)

I'm trying a couple of things from the net.... we will see what
happens....
 
The best way to fix this and
possibly other critical files that
you have yet to discover dysfunctional is
to either run sfc /scannow or a repair
windows installation with your windows
cd....
