Windows Firewall and Group Policy

I am unable to turn on windows firewall and the message in the window says
its controlled by Group Policy. This is a Portable I have recently acquired
and need to turn on the firewall. Where can I change Group Polivy to allow
this?

I'd suggest asking in a newsgroup related to whatever version of Windows
you're running, or perhaps one on Active Directory.
