Beside of using a third-party application that can do this you are
lost (I do not know if such a tool exists). You could use the Total
Commander (http://www.ghisler.com/) as an Explorer replacement. This
application supports setting up different text color for different
file types.
Select Properties,
<Display Properties Opens>
Click the Appearance Tab,
Click Advanced,
Change everything by selecting Window and changing the
colour to Blue or something. Play arround with the other
peramiters too, but changing the text colour for 'Window'
works for Explorer.
