When I open windows(win2k) explorer from Start menu(Right
click--explorer),by default it is pointing to DOCS &
SETTINGS --> USER -- START MENU,I would like to Change
this default property to C: ,how can I accomplish??

That's because you're choosing to explore your start menu... It's the same
as when you right click and choose to explore from any other location. Just
press Win+E or use a different Windows Explorer shortcut.

Thanks Ray,that key board shortcut is very helpfull,
except I dont have clue to configure it so that it points
to specific Folder(or drive) when we open up a new
explorer (win +E),any further help is greatly appriciated

AFAIK, you cannot change the target of Win+E, but you can create an ordinary
shortcut to explorer.exe and then set the "start in" property of the
shortcut to the path of your choice.

Skipping all the links etc., for those browsing through,
use explorer.exe /e,/root,C:\ (or any other folder you
like...)
 
Create a new shortcut and then edit the command line in
the following way:
Right-click on the shortcut, choose properties and add to
the given path the expression /e, and the path you like.
For example: %SystemRoot%
\explorer.exe /e,c:\projects\files\

Hope it will work.
