windows explorer reboots, system will not boot into safe mode

when you right click on start menu, click on start menu icons (my computer,
control panel ect.) windows explorer will "recycle" and flash to a blank
desktop, and reset windows explorer. also , try to boot into safe mode from
startup menu, system will just restart. the computer is protected by panda
platinum suite. i have ran a repair on the OS, only to have it revert back to
the same issue. any ideas?

Try to Look in the Event Viewer for Any Error Messages that can shed some
light on the causer and post it back in your next Post.
On how to access the Event Viewer do the following:
- Open a run command and type in:
eventvwr click [OK]
There you will see three Options/Folders:
Application
System
Security
By clicking on each and look in the Right Pane/Window you will see a report
Log Double click on the error Message (X) to get more info and you can copy
and paste in your next post.

How do you access the Safe Mode?, do you Tap F8 on Reboot/Restart to get the
Boot up option and select Safe Mode or just restart?.

will send event log errors in a few...as for safe mode, tried F8, tried
/safeboot boot.ini - which put's system into a reboot "loop" then have to
boot to win pe dick and change boot.ini to get system to restart..will post
errors in a half hour or so
