Windows Explorer on Start Menu: Access Denied

If I try to access windows explorer via my start menu, I get the message:
Access Denied. I am the only user of my Windows XP Pro. The message states:
"C\Documents and Settings\Someone\Start Menu Access Denied."

Can't find it there. In Documents and Settings, in "Someone" there is a
folder "Windows" which has one folder "System" which is empty. In
"Administrator" there is a folder, "application data" which has a Microsoft
folder, which has IE. "All Users" doesn't have it either.

How do I create a new profile? I'm the only user. The Start Menu under
<USERNAME>has the same menu as the "start" in the lower left corner of the
task bar, but a folder "startup" is empty. Right clicking on it gives me a
menu with Windows Explorer, but again I get the access denied message. I
tried using your folder customizations by getting to the command prompt and
typing in both "attrib +s "C:\windows explorer" and "attriub +s
"C:\desktop.ini" with no luck.

Done a virus and spyware scan yet? That seems like the sort of shenanigans
that one might see with an infection.

I've done virus and spyware scans. Actually, I have "Explorer" and from
what I understand now, Windows Explorer is essential to the OS, and I have
no problems with the OS. I guess that "Explorer" and "Windows Explorer" are
the same thing. Correct me if I'm wrong.

Windows Explorer is the term applied to the graphical file system interface.
The process for it is explorer.exe or "Explorer". They are a the same.
