Windows Explorer & IE will not work

when i try to open a folder or internet explorer, a message will pop up and
tell me that windows or internet explorer has encountered problems and that
it has to be shut down.

i can not access control panel nor run explorer.exe on run.

other windows applications are functioning.
 
One quick-test to see if this is caused by browser add-ons:

1. Click Start, Run, type Control Inetcpl.cpl.
2. Click the Advanced tab.
3. Under Browsing, click to clear the Enable third-party browser extensions
(requires restart) check box.
4. Restart Internet Explorer.

This prevents any additional toolbars, BHOs from being loaded with the same
memory context as Internet Explorer.If this helps, then the problem is due
to a browser extension, which you can spot by editing the registry. Or, you
can use my utility ToolbarCop which displays all the browser add-ons
installed in the system. Using ToolbarCop to remove the unwanted Toolband,
Toolbar Icons and BHO: http://www.mvps.org/sramesh2k/toolbarcop.htm. If
nothing helps, see what error is registered in the Event log:
