Windows Explorer doesnt load on boot up

On Sp1 and the on SP2 boot up the desktop image loads and then goes no
further. I have to use Task manager to kill off explorer.exe and restart it.
Any assistance other than restore points or reinstall?

To repair all system files, go to Start/Run, and type (or paste in): SFC /SCANNOW
