Windows Explorer display of html pages as thumbnail

Recently I had to rebuild my computer and reinstall Windows. Previously,
when I displayed the contents of a folder in Windows Explorer that contained
..htm and .html pages with "thumbnails" selected in the Views button at the
top, I would see a little thumbnail of the actual web page. Now, I only see
the icon of the application associated with opening it. I've tried setting
the file association to both IE, Netscape and Dreamweaver, but none of them
changes the display. How can I get this to display a thumbnail of the actual
web page again?

I'm using Win XP SP2.
