Windows Explorer Crashes when I try to change background???

Everytime I try to change my desktop background or access the optional
downloads, I am receiving the following error message and windows explorer
restarts itself PLEASE HELP!!!!!

You should do a restore point back to a point that the crash was not
happening.

You can also do this too to check the system out.
