Windows Explorer command line switches (explorer.exe)

We are working on a startup script for offline computers
that will secure various functions before the user starts
working. We've got everything working the way we
intended, the script detects the IP address, offers a
variety of selection based on that, stops certain
services, enables or disables ICF...

We've experimented with starting this script from a
variety of places. We've put it in the local
computer "Login Script" policy, linked it to "All
Users/Startup", and the HKLM\SW\MS\Windows\CV\Run queue in
the registry. The best choice (so far) seems to be the
registry, however...

One of our techs posed the possibility of placing it in
HKLM\SW\MS\Windows NT\CV\Winlogon\Shell. This is the best
of any of the options except for Explorer.

Our very last command calls EXPLORER.EXE, however,
Explorer loads WITHOUT the Start Menu and desktop (just
like the Windows 3.11 days).

Does anyone know a command line switch to EXPLORER.EXE
that forces it to behave as it does when launched by
WINLOGON as the shell using HKLM\SW\MS\Windows
NT\CV\Winlogon\Shell?
