windows explorer can not see second hard-drive

I installed a second hard-drive and set the cmos, The device manager identified the drive and reports no conflict and that the drive is working properly. But when I open the "my computer" icon the drive is not listed. If I open windows explorer the drive is not available to read. when I restart the computer the second drive is listed. Is this a problem with windows or just some security setting.
 
Go to Control Panel>AdminTools>Computer Manage>Disk Manage. Your new
drive should be there.
rt click and select choose a drive letter.
