Windows Explorer and Control Panel closes

Using new Dell comptuer with Win XP Home edition

Cannot open Windows Explorer, My Comptuer, or Control Panel. Get error
message --> SEND or DON"T SEND. When I click DON'T SEND, desktop clears,
icons reappear, but explorer closes. CAnnot find way topen explorer and
move files between folders.

All other applications work fine

Special conditions
Adelphia Power link cable modem, Word Perfect,

What is going on?

What's the similarity between 3 utilities (win explorer, my computer, and
control panel) which cause them all to fail??

Goto Start>run.. type "sfc /scannow"

Hi,
Ran sfc /scannow - did not pick up any bad files. STill experiencing same
problem.
Dell tech spt says I shlould reload WinXP Home Edition. What do you think??
