windows explore not responding

my task bar keeps freezing and saying 'windows explore not responding'. once
i ve clicked close program vista refreshes, then in about 1-2 mins the same
message appears after some furious clicking on the task bar.
i've tried roll back/restore but it keeps appearing no matter how far back i
go!
starting to go a little insane!

any help would be much appreciated!

Unplug any usb drives and any usb hub. Does the behavior change?
